Laurence Tubiana: “The greatest enemy of the climate agreement, it is the economic crisis.”

The next year of the 21st conference on climate change, France is host Country. As France hosts the next conference should lead to a global climate agreement. Economist Laurence Tubiana, newly appointed Special Representative of Laurent Fabius, answered a few question for Sciences et Avenir (A French Science Journal).

What is its role?

Laurence Tubiana : As president, France will build a good compromise between countries. A good compromise is not an agreement for a deal , this is a solid basis for addressing the problems of climate; So France as President should push each other to agree but dynamically.

It is not only to the accounts and see that fails to provide important leads in reducing emissions and adaptation, but to give the best chance for gradually resources of fossil energy are marginalized and that deforestation is stopped, sustainable cities are built.

What is your exact mission for the Paris conference in 2015?

My role within the French team is to assist the Minister will chair the negotiations. It is particularly important to mobilize all actors outside governments want to participate in the effort. This is the case of cities, regions, many companies.

The idea is to understand what they can bring, many are getting organized already, and what is needed is to assess how their proposals help to put us on the right track.

Is that the changes they propose, in terms of renewable energy, waste management , energy efficiency, or to manage their financial portfolios build the foundations of the economy ” low carbon ” ? So my first job will be to take stock of these initiatives and assess what they can do, to meet as many of these promoters.

An important point is the summit in September 2014 Climate organized by the Secretary General of the United Nations (see our calendar) that will bring together heads of state and business leaders of cities and regions.

Copenhagen was disappointing, why that of Paris in 2015 it would be a success?

Conditions are met they this time? Countries were not prepared to make commitments in Copenhagen. Since the start of trading, the major emerging countries and many middle-income countries (Mexico , Colombia etc…) even pondered according to a logic which themselves do not have much to do right now. And that developed countries were always more concerned with the policy of reducing greenhouse gas emissions. They therefore resisted until the end … but in fact making progress. Because all countries have begun to ask these new responsibilities and new policies.

The situation is no longer the same today most major countries prepare and put in place policies to reduce emissions. Moreover, China has become by far the largest emitter.

However, the economic crisis is over there and the citizens and policy makers in many countries are not interested in environmental risks to focus on out of this crisis . However, climate change will cause a lot more economical than the subprime crisis damage. The greatest enemy of the climate agreement , it is the economic crisis.

Biography of Laurence Tubiana: It is 22 years since economist Laurence Tubiana working on climate issues. Founder of the Institute for Sustainable Development and International Relations (IDDRI ) * , this ” lazy hyperactive ” as she defines herself directs the Chair of Sustainable Development at Sciences Po Paris and chairs since 2013 the Board of administration of the French development Agency.

She also teaches at Columbia University in New York. Just before his appointment as Special Representative Faurent Fabius for COP 21, she chaired the debate on energy transition. Recognized expert in the world, it follows the international negotiations for France since the Earth Summit in Rio in 1992. At the Copenhagen summit in 2009 had followed a camera for Canal + , revealing the wild and muted scenes of this summit, its twists and backstabbing policies.
